making sure his son and three sisters to have access to a school that had a safe environment in which to learn, to give an opportunity that they could see college as an option, an opportunity that mr. kelly did not have. within two years at a high school, he caught up to his classmates and now a student in college. and his sisters, who are here with us today as well, are attending the prep tower school of d.c.-- preparatory school of d.c. and on a similar path of opportunity. i visited the school yesterday, and it is amazing. it is making a real difference in the lives of kids who without that school could possibly be lost. and this is what is at stake, because now they have great teachers, terrific administrators, small class sizes and every kid has got to succeed. no one should deny them this opportunity. [applause] joyce eff kelly nor any parent joseph kelly nor any parent should have to wait for any school system to get their act together. throughout the country, there are promising signs that we can bring our schools and children together. san francisco public schools adopted a f

, or a home school environment. moving forward, we want to continue to dramatically improve existing schools and give parents the opportunity to choose legitimate alternatives to failing schools. education, we must continue to reform government. take the waste, fraud, and abuse commission, for example. so far, they have identified nearly $456 million worth of savings. our reforms allow state government to focus on efficiency, so taxpayers get great service without needless spending and waste. our reforms also gave schools and local governments flexibility to make management choices to improve their communities, while saving money. for example, our technical schools are saving millions of dollars by making simple, common sense changes to instructor schedules and overtime policies. in racine county, they are saving money with a program that allows non-violent jail inmates to do maintenance work, like mowing grass and shoveling snow. and much of the work being done to save taxpayers money is about finding creative solutions to problems faced by the state. several years ago, the previous governo

is providing a nurturing environment for new entrepreneurs. let's start at the beginning. businesses that start here are more likely to stay here. new companies create 3 million jobs a year. in delaware, we were recently rated the second-based state in the country for knowledge and innovation -- second-best state in the country for knowledge and innovation. we have got the people, the ideas, and the capital. the challenge is to get the people, ideas, and capital together as we build the startup. inspired by successful models across the country, local entrepreneurs have created startup delaware. this is a public-private partnership that will serve as a hub for entrepreneurial activity. with support from delaware's financial, accounting, legal, and real estate. it will build relationships with university of delaware and delaware tech, and other institutions of higher ed. we know that for manufacturers and other businesses, the reliability and cost of energy is key. we need to expand our prayerful leo, -- priority. first, we import too much of our electricity from dirty and expensive sources. over

[applause]not long ago, we were facing the worst housing collapse in our history, the downturns had cost us more than 300,000 jobs. our state government was bogged down by a $
threat environment. in the near term, we've agreed with the department of state to add 35 new marine security guard detachments. that's almost 1,000 marines over the next two or three years. in addition to the 152 detachments that are in place today. we're working with state to identify those specific locations for the new detachments, and we will identify any necessary resource adjustments in order to support this initiative. although there was not a marine security guard detachment posted through the benghazi temporary mission facility, based on our review of all embassy security embassy security incidents that occurred in september of 2012 in tunis, in khartoum and sanaa, we've went beyond their primary mission of protecting classified information. as some of you know, their primary mission is not to providing outside security. their primary mission is to protect classified information. but we believe that we can try to augment their role in terms of providing greater security protection as well. this could include the expanded use of nonlethal weapons, additional training and equ

for the environment schemes that they put in place. let me deal with each of those points. the section of the budget that includes spending on research, innovation and university funding is up by over a third. the money is handed out on the basis of quality, so britain's universities are particularly well placed to benefit. we have ensured that structural funds will continue to flow to our less well-off regions, and britain's share will remain broadly the same, at around 11 billion. while we have cut spending on the common agricultural policy overall, we have protected the flexibility that will allow us to direct funds to support both the environment and the livelihoods of our farming communities. overall, this is a better-framed budget in terms of growth, jobs and competitiveness. it is disappointing that administrative costs are still around 6% of the total, but overall spending on the cap will fall by 13% compared with the last seven-year budget. research and development, and other pro-growth investment, will now account for 13% rather than 9% of the total budget. reform of eu spending is a long-
these wild storms and damage to our environment and our economy. and he made this a very clear priority. i've organized a joint task force, and we wrote a letter to the president saying, in light of his comments, the administration needs to develop a plan of actions that they can take without congress, and actions, of course, we can try to get congress to support, but we can't wait for congress to act when we have a large number of republicans who deny there's even a problem of climate change. and one of the things that the president can do is to regulate through the clean air act at the environmental protection agency to reduce the emissions from future power plants, which is what e.p.a. has already proposed, but also existing power plants. there's technology. there's ability to do it. and the president needs to move forward and enact those kinds of regulations that will reduce these kinds of greenhouse gases. host: what industry specifically is this going to impact the most? guest: well, it will impact the utilities, which provide the power plants for electricity. many of them still use
these breakthroughs in how we produced or consume our energy, you do get to a lower carbon environment. i think that that is a good thing. we should be moving that way and are moving that way. some of it has been command and control. cafe clearly was. but think about what else has happened. you have seen a shift to more renewables. you have seen a shift towards natural gas. in my state you have seen a shift in the technology that allows us to go after our fossil fuels in a manner that again is in less intensity than the other most likely alternative. so, we are reducing our emissions and that is the way that we should be going. but, again, to take an approach that has been tried and failed, cap and trade, or a carbon tax that is designed by its nature to increase prices at a time when our economy does not need to see increased energy prices, that will not get us to a lower carbon economy. i think my vision takes us there and it is not by accident. i think it is because our desire to be in a world that has more affordable abundant clean bill of verse and secure energy has taken that step -- clea

that with the baby boom generation retiring and with a new health-care environment, there is a shortage of health care workers at various levels. in a number of areas that are not medically served appropriately. certain specialties issues that are [indiscernible] there are a number of issues. it is hard when you come from eight [indiscernible] when you come in like i did. going to research field and it took several years to get to that because of the restrictions that are placed. we always advocated that when you go through the immigration pathways especially the field immigration pathways there should be market-based characteristics of that people gravitate, people with skills gravitate to where the demands are and where their skills are really needed. health care is no exception. i have had the privilege of working with senator conrad's office in the past of which i am a graduate. and they're looking for physicians who served under serb areas. -- underserved areas. >> we talk about agriculture, you are talking seasonal workers. in the example that my colleague from idaho brought up earlier in t

by the poor health consequences of the pollution or the anti environmental -- the good environment that is ruined by the pollution. those are called external realities of using something. power plants can use cold. it is cheaper and plentiful. the only problem is they are only paying for the coal, not the other consequences of burning coal. if you put a price on carbon, then using cold becomes a lot more expensive. then, using renewable fuels becomes a lot less expensive. a lot of economists, including republican economists, say you tax but you do not want a lot to reduce it. you get all the incentives for the private sector to figure out how to reduce the pollution and achieve the goals, because it is in their economic interests to do it. it is not the government running the show and managing from washington. it is the incentive out there to move our economy in transition it. a price on carbon could be a tax, a cap and trade, the exemption -- example is when we had the acid rain problem. they said they would not tell us how to do it. they will limit the amount of sulfur emissions
they are supportive of them controlled than they were back in december of 1993. even the environment looks different. even more important than that, it is really that moderate seat held by democrats do not belong to democrats any more. do belong to very conservative republicans. seats that were held by moderate republicans are now held by democrats. that makes the democrats all that much -- that makes the dynamic all that more problematic. if you are a gun owner that it's a certain democratic profile, that makes it more likely that you are actually eight republicans. host: host: you wrote about this. ece. is amy's pi guest: we still have to do it immigration reform. host: biscuit the viewer is involved -- let's get the viewers involved. caller: we should be able to vote on our own gun control and immigration policies. host: what do you mean by that? caller: you can vote whether you want immigration control, yes or no. enforce our laws we already have. the american people can vote. the details can be worked out by congress. host: do you think the electorate moves forward on these issues by voting for

and based on fact. obviously, when it comes to the environment, i think we have like-minded objectives. mr. harper and mr. obama have both set a 7% reduction in emissions. we have worked together on reducing emissions in cars and trucks. canada is aggressively moving forward on our plan to ban and phase out dirty coal-fired electricity, and i think we all share the need for a growing economy to create jobs. we share the desire on energy security in north america, and we also share the objective of protecting our environment for future generations, and those will be areas where we will continue to work together. that confront this country. when i think of the current political environment, i cannot help but share a story that another jesuit educated member of congress and a fellow italian that i had the honor to serve with, a guy named silvio conte from massachusetts, told during the time we were involved in budget negotiations, this was during the reagan administration. republicans, democrats came together with the leadership of the administration -- reagan administration. we sat in a room in the capitol working day in, day out. everything was on the table. we had defense on the table. we had discretionary on the table. we had entitlements on the table and we had revenues on the table. everything. and we were working through it trying to develop a package. leadership made very clear that we had to get this done. every time we thought we were close, somebody would stand up, walk out of the room, didn't like what was happening and, you know, it got tough. and at one meeting where somebody just got up, we thought we were close to getting a deal. it was a senator from florida that got up and said, i can'
with guns and are not in favor of gun control. if you grew up in a city, an urban environment with more guns and crime, you're probably less in favor of guns and more in favor of gun control. if that holds true, there is not going to be a huge majority in congress for gun-control. seems like it will be pretty split. host: including democrats? caller: including democrats, although a smaller number. some of the ones who were gun owners said that boehner is in favor of gun control. he said he was a gun owner, but that he believed that some gun controls, particularly background checks, are important. there were 120 republicans that own guns, only 46 democrats told us that they own guns. 76% of congress answered our questions. host: why did people not answer your question? caller: they gave a variety of reasons. we had about 60 people total applying by saying that they would not talk about it. several said that it was safety reasons, that they did not think it was appropriate to talk about their security. several of them said that they did not want to tell burglars that they had guns, because bur
